Students Can Now Pursue Two Degrees Simultaneously: UGC Reiterates Guidelines”

The University Grants Commission (UGC) again called on the Higher Educational Institutions (HEIs) to implement the guidelines it issued some time ago, where students can pursue two academic programs concurrently. This time through a circular issued on November 20, 2024, UGC Secretary Prof. Manish R. Joshi reinforced the importance of the compliance of institutions in this regard.

The guidelines, introduced for the first time on April 13, 2022, are meant to facilitate greater academic flexibility for students; however, it has been noticed that students still face difficulty in various dual programs because of institutional barriers, especially for the issues of migration certificates. It is sad that institutional hurdles somehow dilute the point for expansion of a choice of learning opportunities and development of skills.

Despite repeated directives from the UGC, many universities have not acted properly in these matters. To address this, the commission has urged HEIs to create facilitating mechanisms and to work in conjunction with various statutory bodies to make the process smooth.

The circular is a reminder to institutions to align their policies in line with the UGC’s vision of enabling students to pursue diverse academic paths simultaneously. The UGC believes that timely implementation of these guidelines will empower students to acquire interdisciplinary knowledge and improve their career prospects.

Key Highlights:

  1. Flexibility to Students: In the case of the UGC, this allows students to enroll in two academic programs simultaneously. Thus, it promotes wider opportunities for learning.
  2. Identified Challenges: In many institutes, migration certificates are necessary that often act as a hindrance to enrolling in dual programs for students.
  3. Call for Action: HEIs are called upon to develop mechanisms to respect UGC guidelines so that dual enrollment becomes hassle-free.

This makes the commission’s directive blend with its goal of creating an all-inclusive and dynamic academic ecosystem through which students can maximize their educational journeys.
