The Union Cabinet, headed by Prime Minister Narendra Modi, has approved the “One Nation One Subscription” (ONOS) scheme. This pioneering initiative seeks to democratize access to high-impact international scholarly research articles and journals for students, faculty, and researchers across India’s higher education and research institutions.
This scheme is consistent with the visions of Viksit Bharat@2047 and NEP 2020 that emphasized research and innovation as part and parcel of India’s march toward prosperity. Further, it fits well in what ANRF has sought to achieve-the establishment of an indelible research culture in India.
Increasing Nationwide Research Accessibility
The ONOS facility will make available over 13,000 international e-journals published by 30 major journal publishers. This facility will prove beneficial for more than 6,300 government-managed institutions of higher education and to the R&D institutions owned by the central government. This facility will benefit near about 1.8 crore students, faculty members, and researchers belonging to all streams and those associated with cities at tier 2 and tier 3.
This shall be accessed through a centralized digital subscription managed by the Information and Library Network, which is an autonomous inter-university center of the University Grants Commission.
Budgetary Provision
The budgetary provision made for this scheme is ₹6,000 crore for three years, which include 2025, 2026, and 2027. This heavy investment would show the intent of the government to support research and education in India.
Strengthening Research Environment
ONOS is expected to enhance core and interdisciplinary research, enabling students and researchers to contribute to India’s global research footprint. The unified platform will simplify the process of accessing scholarly content, fostering an environment of innovation and learning in government institutions.
The DHE would manage the scheme through an easily accessed portal, while access to journals would be seamlessly accessible. The ANRF would frequently review usage and outcomes with special focus on contributions made by authors from India at ONOS.
Awareness Campaigns
Information and education campaigns will be conducted by the DHE, in collaboration with other ministries, to ensure maximum utilization. State governments will be involved in awareness campaigns concerning ONOS to ensure its widest possible reach.
This initiative is expected to accelerate India’s research output and pave the way for the nation’s leadership in the global knowledge economy. By equipping researchers with world-class resources, ONOS aims to fulfill the vision of Atmanirbhar Bharat and a technologically advanced India by 2047.
